Chulalongkorn University Announcement Office Opening, Instructions, Class Management, and General Operation during the Spread of COVID-19

Pursuant to Chulalongkorn University Announcement on Temporary Workplace Closure, Class Management, and University Operation during the Spread of the COVID-19 Pandemic dated January 2, 2021, the situation near Chulalongkorn University campus has shown a tendency to subside.  In addition, the Ministry of Higher Education, Science, Research, and Innovation announced the measures to safeguard against the spread of COVID-19 (No. 10), dated January 27, 2021, providing various guidelines for higher education institutions.

Therefore, to maintain uninterrupted and efficient operation, ensure the safety of the students and personnel, and reduce the risk of COVID-19 infection, the University deems it appropriate to announce the followings:

1. All offices within and outside of Bangkok are to resume normal business hours starting on February 1, 2021.

If necessary, the section heads or supervising Vice Presidents may consider delaying the resumption of normal business hours as directed in Section 1, but no later than February 8, 2021.

2.  Once the offices are open, all work sections and agencies must strictly and routinely implement preventive measures against the spread of COVID-19 disease as ordered by the relevant government agencies, and University.  All precautions must be taken to prevent, avoid and reduce the spread of COVID-19, especially temperature measurement, screening for illness, wearing a mask, and social distancing among people using the space.Cleaning of the area should be done regularly, and sufficient sanitizing gel/alcohol must be amply provided for the public.

3.  For instructions and class measurement, measurement, and evaluation, Chulalongkorn University Announcement on Guidelines for Instructions, Course Measurement, Measurement, and Evaluation for Second Semester, Academic Year 2020, dated January 15, 2021, shall be repealed.Chulalongkorn University Announcement on Guidelines for Instructions, Course Management, Measurement and Evaluation for Second Semester and Summer Session Academic Year 2020, dated November 16, 2020, which mandated “blended learning” with a focus on online classes, shall be reenacted and followed unless otherwise announced.

4. Organization of both on-and-off-campus activities shall be at the discretion of each work section and agency to consider the necessity of such events, focus on the online format , and avoid the crowd gathering in the same place.

Should there be a need to come to campus to make preparations, the section heads and supervising  Vice Presidents may consider giving permission as deemed appropriate.

5. For operations, the section heads and supervising Vice Presidents may designate a number or ratio of personnel who work at the office vis-a-vis work from home as appropriate, by alternating workdays, or overlapping work hours, depending on the nature and necessity of work, and location to reduce congestion in the workplace.

6. Should students or personnel need to work off-campus, the section heads or supervising Vice Presidents may give preliminary opinions, and submit the request to the COVID-19 Emergency Operations Center Committee for consideration and approval based on the circumstances. Once the request is approved, such students or personnel must strictly follow the order of government agencies, officials, or local preventive measures.

7.  The instructions, course management, measurement, and evaluation, as well as organization of activities for the Chulalongkorn University Demonstration Schools, are at the discretion of the Faculty of Education Dean with the safety of students and the effectiveness of teaching and learning in mind.  The announcements or orders of the government, related agencies, and the University must be strictly observed.

 8.  The section heads or supervising Vice Presidents may specify additional details or guidelines for students and personnel so long as they are not in conflict with this order.

9.  In case of problems or inconveniences in the implementation of this order, the section heads or supervising Presidents have the final authority.

This announcement shall take effect on February 1, 2021, until announced otherwise by the University.
