Chula Law Forum Clarifies Legal Issues Surrounding the Thailand–Cambodia 2001 MOU
The Faculty of Law at Chulalongkorn University held an academic seminar titled “Chula Legal Perspectives: Thailand–Cambodia After the 2001 Memorandum of Understanding (MOU)” on Wednesday, July 8, 2026, at the Professor Dr. Ukrit Mongkolnavin Room, 5th Floor, Thep Dvaravati Building, Faculty of Law. The seminar was opened by Professor Dr. Surakiart Sathirathai, Chairman of the Chulalongkorn University Council.

- Dr. Sorajak Kasemsuvan, Special Lecturer, Faculty of Law, Chulalongkorn University
The discussion was moderated by Professor Emeritus Dr. Surachart Bamrungsuk of the Faculty of Political Science, Chulalongkorn University.
The seminar was organized to provide legal knowledge, analysis, and a forum for exchanging views while addressing public questions and misconceptions regarding the maritime dispute under the 2001 Memorandum of Understanding (MOU 2001). The issue has attracted widespread public debate in Thailand, particularly concerning concerns over the possible loss of territorial sovereignty, the legal status and binding effect of the 2001 MOU, and differing views on approaches to negotiating the sharing of natural resource benefits. The seminar also sought to offer policy recommendations grounded in sound legal principles and the protection of Thailand’s national interests.
