Chulalongkorn University Announcement Subject: Guidelines for Classes, Staff Work Arrangements, and Assistance for Students and Staff Affected by Heavy Rainfall and Flooding (No. 3) (30 September–2 October 2026, during the Royal Degree Conferment Ceremony Period)

Chulalongkorn University issued an announcement entitled Guidelines for Classes, Staff Work Arrangements, and Assistance for Students and Staff Affected by Heavy Rainfall and Flooding on 26 September 2026. The University subsequently issued a second announcement under the same title, following the Cabinet’s resolution to designate a special public holiday, on 27 September 2026.
As the flooding continues to affect students and staff, the University has deemed it appropriate to issue the following guidelines for classes, staff work arrangements, and assistance from 30 September to 2 October 2026, during the Royal Degree Conferment Ceremony period:
1: Schedule of the Royal Degree Conferment Ceremony
The Royal Degree Conferment Ceremony for academic year 2025 will take place as originally scheduled, from 30 September to 2 October 2026.
2: Classes and examinations
Classes shall be suspended from 30 September to 2 October 2026 at both undergraduate and graduate levels in all faculties and colleges. Classes at Chulalongkorn University Demonstration Elementary School and Chulalongkorn University Demonstration Secondary School shall also be suspended.
Where a faculty or college must hold classes during this period, all classes shall be conducted online. In cases of exceptional necessity, an instructor may conduct a class in a blended format, subject to prior permission from the Dean or Director of the unit offering the class. If a student cannot attend because they have been affected by flooding, the instructor shall permit the student to be absent without counting it as a missed class.
Examinations scheduled during this period shall be suspended. In cases of exceptional necessity, an instructor may hold an examination, subject to prior permission from the Dean or Director of the unit responsible for the class or examination. If a student cannot take an examination because they have been affected by flooding, the instructor shall permit the student to be absent without counting it as a missed examination and shall arrange another examination for the student when conditions return to normal.
3: Staff work arrangements
As the University campus has not been affected by flooding, the University will remain open for work on site as usual. However, Vice Presidents, Deans, or Directors of University units may permit staff affected by flooding to work outside the workplace (Work from Anywhere: WFA) or to be absent from work without the absence being counted as leave.
For staff working on site, arrival later than the normal starting time due to heavy rainfall or flooding shall not be treated as lateness.
4: Assistance for students and staff
The University will continue to provide the following assistance:
- Temporary accommodation at the Chulalongkorn University Sports Center for students and staff affected by flooding, including their families, until 2 October 2026.
- Medical examinations, treatment, and health consultations for students and staff at the Chulalongkorn University Health Service Center from 8:00 a.m. to 6:00 p.m.
- Temporary parking for students and staff affected by flooding who have already registered, at Chamchuri Square and University Parking Buildings 1–4, until 2 October 2026.
- Access for students and staff to the library and related services at the Office of Academic Resources (Central Library) from 8:00 a.m. to 9:00 p.m.
- Students experiencing hardship due to flooding may apply for student welfare assistance through the Office of Student Affairs.
- Staff affected by flooding may apply through the Office of Human Resources Management for an interest-free emergency loan to alleviate hardship or repair their homes.
5: If any difficulty arises, or if this announcement cannot be implemented, the President shall have the authority to make a final decision.
Chulalongkorn University is deeply concerned for students and staff in this difficult situation. The University hopes that everyone will be able to return to their normal life soon and extends its support and assistance in every possible way to those who remain affected. Anyone experiencing difficulties or wishing to request emergency assistance should contact the University or their affiliated unit immediately.
This announcement takes effect immediately and remains in force until an announcement of change is issued.
