The severe flooding across southern Thailand—particularly in Hat Yai District, Songkhla Province—has caused immense hardship for local communities and widespread impacts in multiple areas.
Chulalongkorn University, through the Chula Disaster Relief Network, has stepped in to assist flood-affected communities in the South via the Chula Digital War Room, which serves as a platform to communicate real-time situation reports from affected areas and deliver targeted, accurate, and timely support. The initiative was launched by Professor Dr. Wilert Puriwat, President of Chulalongkorn University, who also observed live flood-situation reports transmitted from the field via the Digital War Room. He was joined by Associate Professor Dr. Siridej Sujiva, Vice President of Chulalongkorn University, and Mr. Pattanapong Nuphan, Managing Director of Channel 7HD, at Room 202, Chamchuri 4 Building, on November 25, 2025.
For Professor Dr. Wilert Puriwat, “The current flooding is a critical and abnormal situation. Effective relief efforts require a Digital War Room equipped with imaging technologies and innovations developed by Chulalongkorn University to detect and monitor conditions. These tools help identify safe zones, as well as areas requiring urgent evacuation. This technology reduces confusion and allows us to pinpoint where immediate assistance is needed. In situations like this, we must adopt a bird’s-eye view to understand overall water flow patterns in order to plan and manage responses effectively.”
Beyond protecting human lives and property, assistance for flood victims also includes support for animals. Chulalongkorn University leverages the expertise of its Faculty of Veterinary Science and other related units to operate the Digital War Room, ensuring that academic knowledge is applied promptly and precisely in crisis conditions, in collaboration with local networks including Prince of Songkla University’s Hat Yai and Pattani campuses. In addition, Chulalongkorn University, together with the Friends in Need (of “Pa”) Volunteers Foundation and Channel 7HD, is also accepting donations of food and essential supplies for flood-affected communities.
Associate Professor Dr. Siridej Sujiva, Vice President of Chulalongkorn University, added, “The Digital War Room brings together local networks that have been trained in advance to report incidents and analyze situations to the War Room, where academics utilize geographic information science to recommend appropriate response strategies to minimize losses. Information from people on the ground is crucial because it provides deep insights into conditions in each area, ensuring accuracy and relevance.”
Mr. Pattanapong Nuphan, Managing Director of Channel 7HD, further emphasized, “As a media organization, Channel 7 will use Chula’s Digital War Room system to support public assistance. These data are vital because sending reporters into all affected areas may not be feasible. Channel 7 will serve as a communication bridge, broadcasting live reports from the field through the Digital War Room network. This will also help with future risk management and provide valuable information for agencies to prevent future floods.”
During the event, Professor Dr. Santi Pailoplee of the Department of Geology, Faculty of Science, Chulalongkorn University, conducted a demonstration on how the Chula Digital War Room coordinates various types of assistance for flood-affected communities in the South. This includes guidance on restoring physical and mental health, caring for animals, rehabilitating homes, and supporting urban planning.
The Chula Disaster Relief Digital War Room platform was developed through collaboration between Chula researchers and individuals living in flood-affected areas. The platform features risk-area maps, early-warning notifications, and detailed geographic layers that support evacuation planning and the dissemination of alerts. The Digital War Room also enables direct two-way communication among people in affected regions, allowing them to request specific forms of assistance. Volunteers collect field data and transmit information to the War Room in real time during flooding events.
Chulalongkorn University, together with the Friends in Need (of “Pa”) Foundation, the Thai Red Cross Society, and Channel 7HD, is now accepting donations for flood-relief efforts in the South under the campaign “Chulalongkorn – Phueng (Pa) – Channel 7 Unite to Overcome Southern Flood Crisis.”
