Chulalongkorn University Announcement Guidelines for Travels to and from Foreign Countries for the Purpose of Studying, Training, Teaching or Researching During the COVID-19 Pandemic

To properly and safely ensure that travels to and from foreign countries for the purpose of teaching, training courses and research during the novel coronavirus situation, it is hereby appropriate that Chulalongkorn University issues the following guidelines:

  1. That the Chulalongkorn University Announcement Guidelines for the Studying, Teaching or Researching of Staff Members, Students and Foreign Participants During the Cautious Period of the COVID-19 Pandemic (No. 2) dated December 22, 2020 be repealed.
  2. In cases where a staff member or student wishes to travel abroad for the purpose of studying, training, teaching, conducting research or performing work tasks abroad, approval or permission may be sought from the section Head or the supervising Vice President in charge and the said staff member or student must demonstrate having received complete vaccination (two doses) on the day when that approval or permission is sought and the date of travel must be at least 14 days from the day of the second vaccination. 
  3. The staff member or student wishing to travel according to Section 2 will need to submit a request, along with a study plan, a training plan, or an overseas action plan, together with a COVID-19 infection prevention plan, a COVID-19 action plan in case of infection, and a plan showing overseas medical and treatment coverage to the section Head or the supervising Vice President in charge for approval or permission. 
  4. Once approved to travel abroad, as conditioned in Section 3, the government and University regulations, announcements, and guidelines must be strictly followed.
  5. If the staff member or student is infected with COVID-19 while studying, training or performing work tasks overseas, the section Head or University must be notified as soon as possible, in order to provide help or coordinate with relevant persons or agencies for assistance.
  6. In case there is a need to invite or accept overseas individuals or students for the purpose of studying, training, research or performing work tasks approval or permission must be sought from the section Head or the supervising Vice President in charge such individual(s) must have been fully vaccinated in accordance with the standards of their resident country prior to their travel and upon arrival in Thailand all government guidelines, regulations and orders must be strictly followed.
  7. Those who extend an invitation or grant acceptance to the individual from overseas, according to Section 6 must submit a request, along with a COVID-19 infection prevention plan, a COVID-19 action plan in case of infection, and a plan showing overseas medical and treatment coverage to the section Head or supervising Vice President in charge for approval or permission.
  8. For the duration of their stay in Thailand the individual from overseas must strictly comply with the government and University regulations, announcement and guidelines. 
  9. In cases where it is necessary or appropriate the section Head or supervising Vice President who has the authority to grant approval or permission relevant to this announcement may consult with the COVID-19 Committee Chulalongkorn University for advice and suggestions.
  10. Individuals who have been granted permission to travel abroad or have been invited from overseas in accordance with this announcement will not be allowed to reimburse other expenses, except for a disbursement rate as specified by the University.

This announcement will take effect immediately and will remain until further notice.
