Chulalongkorn University Announcement Re:  Protection of the Health of Students and Staff Members from the Use of Hemp and Marijuana on the University Campus

By virtue of number 1 (3) and number 2 of the Ministry of Public Health Announcement specifying the fifth category of narcotics, B.E. 2565 (2022) which determines that extracts of all parts of the Cannabis with a level of Tetrahydrocannabinol that does not exceed 0.2 of its weight specifically those that have the permission to be extracted from marijuana or hemp locally grown in Thailand, extracts of the seeds of marijuana or hemp locally grown in Thailand and substances for quality control in examining addictive substances in the body which are considered as medical equipment in accordance with the law on medical equipment and used in accordance with the objectives of such medical equipment are exempted from being classified as narcotics of the fifth category according to the narcotics code of law effective since June 9, 2022; this has resulted in the widespread use of marijuana and hemp for consumption, recreation or other purposes.   In fact, marijuana and hemp extracts can produce mental and psychological effects so that the consumption or use by any other method in inappropriate quantities might be dangerous and could be harmful to the health of that individual or others especially those who belong to the group whose health is fragile which could affect the University’s education management.  Moreover, the Ministry of Public Health has announced its ministerial directive on Controlled Herbal Plants (Marijuana) B.E. 2565 (2022) which determines that marijuana or extracts in the Cannabis genus are controlled herbs and can be used only by those 20 years and above while medical practitioners are able to make use of marijuana plants or their extracts only in certain situations effective June 17, 2022.

In order to protect the health and wellbeing of students and staff members on the university campus; 

by virtue of article 27 and article 32 of the Chulalongkorn University Act B.E. 2551 (2008) it is therefore deemed appropriate to announce the policy for the Protection of the Health of Students and Staff Members from the Use of Hemp and Marijuana on the University Campus as follows:

  1.  That this university campus be “marijuana or hemp free”
  2. That all students and staff members of the university, traders and those who are in contact with the university refrain from possessing, bringing in, using, purchasing, exchanging, selling, consuming or using marijuana or hemp, processed products with marijuana or hemp components as well as food and drinks mixed with marijuana or hemp on campus except in cases where it is done for the purpose of education and research and having obtained permission from the university or if it is used for medical reasons with certification from a physician issued as evidence. 
  3.  The university’s administrators and personnel are urged to exercise caution and vigilance in overseeing students and staff members to conform to the regulations of this announcement.  Should any student or staff member’s health be affected by the use of marijuana or hemp kindly contact the Chulalongkorn Health Service Center at telephone number +66-2218-0568 during office hours. 
  4. The university will provide the necessary knowledge and understanding on the use of marijuana and hemp as well as the dangers associated to them to its students and staff members.  It will also work collaboratively with medical and other government agencies to integrate preventive measures as well as to closely monitor the effects of marijuana and hemp on the university’s campuses. 

This announcement takes effect from June 20, 2022 onward.
