The Research Group on Social Solidarity Innovation and Inclusive Economy in Asia, under the Institute of Asian Studies, Chulalongkorn University, in collaboration with the Thai Health Promotion Foundation (ThaiHealth), has officially launched two innovative platforms: “Nong Khoey Ma Tao Rai” (How much did they charge you before?) and “Tam Sang-Tam Song” (Made-to-order & Delivered), based on the concept of the Social and Solidarity Economy. The aim is to promote economic well-being, especially by supporting motorcycle taxi drivers and small local food vendors to access digital systems to generate income and develop sustainable self-reliance.
The launch event was held on May 19, 2025, at the ThaiHealth Learning Center, with a welcome speech by Dr. Dollaya Thianthong, Deputy Director for Administration at Chulalongkorn University’s Institute of Asian Studies.
Dr. Nuttapun Supaka, Acting Director of the Academic and Innovation Division at ThaiHealth, stated that the COVID-19 pandemic forced people in Thailand to stay home, leading to a surge in reliance on food delivery and ride-hailing apps. However, many win drivers who were not on these platforms suffered drastic income losses. A 2023 survey of 400 motorcycle taxi drivers across all 50 districts of Bangkok found that 89.3% were not using ride-hailing apps, citing difficulties in usage, complex registration processes, and high service fees. Additionally, 46.5% had no savings, and 11% were in debt, both formally and informally.
“In response to this issue,” Dr. Nuttapun said, “ThaiHealth, as a supporter of holistic well-being through knowledge, tools, and innovation, partnered with Chulalongkorn University to develop the ‘Nong Khoey Ma Tao Rai’ and ‘Tam Sang-Tam Song’ platforms. These aim to support win drivers, food vendors, and community shops in accessing technology to increase income, ensure job stability, and provide fair, standardized services to residents. The platforms also foster a self-reliant community economy, a core of sustainable well-being.”
The platforms have already been launched in 19 pilot locations nationwide, including:
The goal is to expand to 10 more locations by the end of 2025, improving job security and service standards for the drivers and creating a safer, more efficient public transport system.
Mr. Akkanut Wantanasombut, a researcher from the Social Solidarity Innovation Research Group at the Institute of Asian Studies, Chulalongkorn University, emphasized the fact that both platforms were co-designed with actual users — including win drivers, shop owners, and food vendors. The system is designed to be user-friendly and accessible for those with limited tech experience. Users can choose between a mobile app or a LINE chatbot interface.
Notably, drivers on “Nong Khoey Ma Tao Rai” do not pay any commission fees. Job assignments are made based on proximity and queue order, giving priority to the nearest driver in line.
Vendors using “Tam Sang-Tam Song” benefit from reduced selling costs, as the platform uses a co-contribution model instead of charging high commissions like mainstream platforms (which often charge up to 35% of sales). Under this model, food vendors, riders, and consumers share a small delivery cost of about 5–6 baht per order, significantly lower than conventional platforms. Orders are sent to the nearest community rider, unlike typical systems that prioritize riders with the highest scores, who may be located farther away. This is more fuel efficient, creates more local job opportunities, and ensures more equitable distribution of income.
Mr. Chalerm Changthongmadan, President of the Motorcycle Taxi Drivers Association of Thailand, shared that during COVID-19, drivers faced severe income drops — from 700–800 baht per day down to 400–500 baht — which caused mental stress and financial hardship. In response, the association collaborated with ThaiHealth and partners to develop these two platforms. The goal is to help win drivers access fair opportunities, increase earnings, standardize services, and connect to formal financial resources.
The public, drivers, and local businesses are invited to use both platforms, supporting community-based transport and delivery services that are legally registered and meet quality standards.
