Thailand’s First Interdisciplinary Tax Management Master’s Program Unveiled by Chula and the Ministry of Finance 

Chulalongkorn University and the Ministry of Finance have formed a major academic partnership to launch Thailand’s first interdisciplinary Master’s degree program in Tax Management. This initiative aims to elevate interdisciplinary education and develop high-quality human resources essential for effective and modern tax administration.

The launch event of the Master of Arts in Tax Management (Interdisciplinary Program) was held on Friday, July 4, 2025, at Room 801, 8th floor, Chamchuri 10 Building, Chulalongkorn University. The event featured welcoming remarks and an opening address by Professor Dr. Wilert Puriwat, President of Chulalongkorn University. Mr. Lavaron Sangsnit, Permanent Secretary of the Ministry of Finance, highlighted the ministry’s collaboration in initiating this program, while Associate Professor Dr. Thiti Bovornratanaraks, Dean of the Graduate School, provided a report on the joint development of the program.

Prof. Dr. Wilert stated that the new program represents an integration of academic knowledge and public policy, creating the country’s first interdisciplinary tax management curriculum. It aims to improve the quality of education and human resource development, equipping graduates to modernize and optimize Thailand’s tax system in a transparent and globally responsive manner amid digital transformation. The program will serve as a bridge between theory and practice, driving innovation and contributing long-term value to national tax management. 

“This program is in accordance with Chulalongkorn University’s vision and mission to be a world-class institution that fosters knowledge and innovation for sustainable and creative social transformation. It supports lifelong learning and nurtures intellectual growth for both domestic and international learners under the concept of ‘Chula Togetherness”—focusing on student-centered development. Chula is committed to designing open, flexible, and equitable curricula that promote both academic and social values,” Prof. Dr. Wilert added.

Mr. Lavaron Sangsnit emphasized the tangible outcomes of the collaboration, rooted in an MOU signed on September 18, 2023. A key result is this interdisciplinary master’s program, which seeks to build a skilled workforce—including Ministry of Finance officers and the general public—in modern tax management practices using advanced technology and tax innovation. The program aims to produce quality academic work in tax administration, and its graduates will have comprehensive knowledge of taxation and related contexts. Whether working in the public or private sector, they will contribute to more accurate and effective tax practices. 

The ministry will also support its personnel by offering more than 30 scholarships for employees who show exceptional performance and dedication. These scholarships are part of an effort to upskill civil servants to meet the ministry’s strategic goals and strengthen Thailand’s fiscal and economic stability.

Assoc. Prof. Dr. Thiti Bovornratanaraks noted that the world is rapidly changing due to digital advancements, and Thailand’s tax system must evolve accordingly. The program, developed under the academic MOU signed on September 18, 2023, promotes comprehensive and in-depth expertise in fields such as tax management, law, economics, accounting, and information technology, in response to growing demands in both the public and private sectors. 

He emphasized the program’s uniqueness, as it combines knowledge from five faculties at Chulalongkorn University: 

This interdisciplinary approach provides students with diverse perspectives and a well-rounded education, enabling effective application of knowledge. The curriculum offers two study plans: 

  • Plan 1 (Academic Track): Coursework and thesis, aimed at developing academic leaders and innovators who can reform the tax system in line with digital trends. 
  • Plan 2 (Professional Track): Coursework and independent study, focused on producing skilled practitioners who can apply their expertise to real-world tax management challenges. 

The program comprises 36 credits and will commence in the second semester of the 2025 academic year. It will be offered as a part-time program, with weekend (Saturday–Sunday) blended learning classes to provide maximum flexibility.

The event also featured a special panel discussion on the program, with speakers from Chulalongkorn University and the Revenue Department, who co-developed the curriculum to meet real learner needs. Panelists included:

  • Prof. Dr. Kritsana Neammanee, Faculty of Science

  • Asst. Prof. Dr. Wimpat Rajpradit, Faculty of Law 
  • Asst. Prof. Dr. Jomsurang Ruangprapun, Faculty of Commerce and Accountancy
