Chulalongkorn University Enforces No Gift Policy for Ethical and Transparent Administration

Chulalongkorn University recognizes that transparency, integrity, and ethical conduct are fundamental pillars of effective governance in higher education institutions. In an era where public trust is increasingly shaped by accountability and openness, organizational credibility must be reinforced through clear policies, concrete practices, and collective commitment.

On 18 December 2025, Chulalongkorn University formally announced its No Gift Policy from the Performance of Duties for Fiscal Year 2026, reaffirming its strong commitment to preventing corruption, mitigating conflicts of interest, and enhancing institutional governance in accordance with national policies and international best practices.

Under this policy, all executives and personnel of Chulalongkorn University, at every level and in every category, are strictly prohibited from giving, receiving, or consenting to the giving or receiving of gifts, gratuities, or any other benefits in connection with the performance of official duties, whether before, during, or after the exercise of authority. This measure is intended to ensure that all decisions are made independently, fairly, and solely in the public interest.

In cases where the acceptance of assets or other benefits is permitted under ethical custom, the University strictly adheres to the criteria prescribed by the National Anti-Corruption Commission (NACC). Any acceptance beyond the specified threshold must be reported to the appropriate authority in a timely and transparent manner, ensuring accountability and proper oversight.

To ensure the effective and consistent implementation of the No Gift Policy, Chulalongkorn University has designated the Risk Management Center as the central coordinating unit responsible for driving the policy across all faculties and administrative units. Key implementation measures include:

  • Communicating the policy’s intent, scope, and practical guidelines clearly and comprehensively to all personnel
  • Establishing standardized procedures for reporting gifts or benefits received in the course of duty
  • Requiring heads of faculties and units to certify and submit reports, including Nil Declarations in cases where no gifts are received; and
  • Consolidating and publicly disclosing aggregated information at the University level to promote transparency and public accountability.

These practices are aligned with international approaches adopted by public sector organizations and leading universities worldwide, where proactive disclosure—even in the absence of reportable incidents—is recognized as a hallmark of ethical governance.

The No Gift Policy is not merely an administrative regulation; it reflects the University’s core values and its commitment to cultivating a culture of integrity. University executives are expected to serve as role models, while all personnel share responsibility for upholding ethical standards and reinforcing public confidence in the institution.

Chulalongkorn University firmly believes that transparency today is an investment in long-term credibility. The most valuable gift an organization can offer society is not material benefit, but public trust, earned through honesty, accountability, and adherence to good governance principles.
